Preparedness/Training


National Incident Management System
Cobb County formally adopted the National Incident Management System (NIMS) that was developed by the Secretary of the Department of Homeland Security at the direction of the President in Homeland Security Directive (HSPD)-5. NIMS will provide a consistent nationwide approach for Federal, State, local, and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size, or complexity. NIMS will facilitate the most efficient and effective incident management by utilizing standardized terminology; standardized organizational structures; interoperable communications; consolidated action plans; unified command structures; uniform personnel qualification standards; uniform standards for planning, training, and exercising; comprehensive resource management; and designated incident facilities during emergencies or disasters. This will improve the County’s ability to utilize federal funding to enhance local agency readiness, maintain first responder safety, and streamline incident management processes. The County is approximately 95% compliant with current training requirements and will continue to seek 100% compliance during 2007.

As part of Cobb County's implementation of the National Incident Management System (NIMS), Cobb EMA worked with the six municipalities and other organizations in the county to hold the NIMS required Incident Command System (ICS) training locally. With the support of the Cobb County Department of Public Safety, Cobb County Fire and Emergency Services, Cobb County Police Department, Cobb County Sheriff's Office, Kennesaw Police Department, and the Marietta Fire Department five local instructors attended the ICS 300/400 Train-the-Trainer course at the Georgia Public Safety Training Center. Cobb EMA coordinated a total of 28 ICS classes in 2007, all taught by our local instructors. More than 30 agencies with a total of over 750 students completed both courses. Additional courses will be offered during 2008 for newly hired or promoted qualified personnel.

Disaster Preparedness Train-the-Trainer Course
As another means to educate the community on disaster preparedness, Cobb EMA partnered with Cobb and Douglas Public Health, the Red Cross, and Cobb Public Safety to form the Cobb Coalition on Disaster Education and presented two train-the-trainer classes. Over 100 participants received training and materials so that each could take back to the community and teach disaster preparedness to their peers. Contact CEMA for upcoming scheduled events.
